Promotion and Tenure

1. Guarantee of Status

  1. 1) Revocation of status (Civil Service Law, Section 68) Unless the employee is convicted of a crime or breaks the national law on civil servants, the employee cannot be laid off or fired.
  2. 2) Position guarantee and respect for educational integrity (Law for civil servants in the field of education, Section 43) The rights and prestige of educational authority must be respected and the faculty member must not be interfered in an unjust way.
  3. 3) Employment period (Law for civil servants in the field of education, Section 5, Clause 3) Employees will be employed for the time period stated in the contract
  4. 4) Retirement of tenured faculty (Law for civil servants in the field of education, Section 47)
    • A) Applies to: Faculty who have tenure
    • B) Retirement age: 65 (Law on higher education, Section 14)
    • C) Faculty must retire at the end of the academic semester after they reach the age of retirement

2. Promotion

※ As conditions for promotion may be stricter depending on the college and/or department, please confirm the conditions for promotion.

      • ※Recognition of practical skills in the fields of athletics, music, and the arts(performance, presentation, exhibition, results from competitive events, etc) depends on the Appendix table 2 of clause 3 of section 5 of the Faculty Credential Recognition Evaluation Guidelines. A single point is give 100% recognition
    • ② Qualitative research conditions
      1. a. Recognized research achievements must include at least one article in a recognized academic journal of national repute
        • Books (excluding translated and revised works), academic journals, collections of scholarly essays, theses and dissertations published as part of academic periodicals
        • For those in the fields of athletics, music, and the arts, the scope includes research, presentations, exhibitions, and results from competitive events
      2. b. Scope of research achievement recognition

When a faculty member has research achievements that are not recognized and that result in delayed faculty promotion, but is promoted at a later date, only the former achievements that were previously recognized will be automatically recognized without re-evaluation if they fall within the time period for recognition.

3. Contract Renewal

4. Tenure

  1. 1) Eligibility and Details
    1. ① Eligibility
      • Books (excluding translated and revised works), academic journals, collections of scholarly essays, theses and dissertations published as part of academic periodicals
      • For those in the fields of athletics, music, and the arts, the scope includes research, presentations, exhibitions, and results from competitive events
    2. ② Employment method
      • Faculty members must be evaluated by the Tenured Employees Evaluation Committee and then by the Human Resources Committee of the university before receiving tenure
    3. ③ Restrictions on the continued employment of faculty members denied tenure by the evaluation committee
      • Faculty members who are denied tenure after evaluation may sign a single contract for a maximum of four years before leaving the university
