The area around Kyungpook National University in Buk-gu, Daegu, will be transformed into a win-win space for young people and local people through the urban renewal New Deal project.

Daegu Buk-gu District Office, Kyungpook National University, and Korea Land Corporation (LH) will invest 236.2 billion won (199,48 square meters) to run the "Youth Culture and Technology Convergence Playground, Kyungpook National University Innovation Town" project by 2023.

Due to the lack of jobs for young people in Daegu, it has been pointed out as a social problem as local youths continue to leave for the Seoul metropolitan area and other regions.

In particular, the area around Sangyeok-dong, Buk-gu, has Kyungpook National University, which represents Daegu and North Gyeongsang Province, but the surrounding area has become old and aged due to the lack of connectivity between schools and communities.

Recently, even the population has continued to decline, raising the need for regeneration projects, with nearby schools shutting down.

This project is a "university town-type regeneration project" that utilizes human and technological resources of Kyungpook National University.

The purpose of the University Town-type Urban Renewal New Deal is to create a start-up period using university assets, create jobs and strengthen urban competitiveness by revitalizing local commercial districts.

The Buk-gu Office expects the project, a comprehensive urban regeneration project, to greatly help promote the functions of urban declining areas and promote community activities.

◆ Creating a Local Culture with University

The Buk-gu office will first build a site support center in March. The on-site support center serves to gather opinions from residents.

Through this process, the government plans to form a consultative body for residents and operate various programs such as the Urban Regeneration Academy to strengthen the autonomy of residents.

A comprehensive exchange hub will also be set up for residents and young people.

The Ullim Learning Center, which will be built by the Buk-gu Office with a five-story building with 6 billion won by next year, will be used as a lifelong learning space for local residents.

The Eoulim Learning Center will become a control tower that comprehensively supports local residents' club activities and cultural activities.

It will also spend 6.5 billion won to build a complex community center and open an underdeveloped administrative welfare center here to provide various cultural spaces such as a community workshop and exercise space for residents.

A college art and culture zone will also be created, which will become a new landmark of Daehangno.

It will spend 3 billion won to purchase existing buildings and remodel them to make them a gallery and a space for cultural creation.

It will also carry out a landscape improvement project on Daehangno Street, which was filled with dark and old buildings.

Along with the maintenance of lighting and signboards, sculptures will be installed at the entrance of Daehak-ro to create a bright and pleasant Daehak-ro.

There will also be a "college art development" that supports local cultural clubs.

It will also purchase a seven-story and 17-story Golden Plaza building (416-2 Bokhyeon-dong, Buk-gu) that has been neglected for a long time and has become a scourge of the streets.

There will be a comprehensive shopping mall and a smart start-up incubation space.

The old houses and shops in the university district are also being reorganized.

It will also actively improve the living conditions of residents who have been poor by creating rental houses for multi-family homes.

The "Generation Convergence Room Sharing" project, which rents extra rooms to college students, will also be the first pilot project in Daegu.

◆ Creating a cluster of youth start-ups

The Buk-gu Office and Kyungpook National University are focusing on providing various start-up and employment spaces to prevent the outflow of young people from the region.

Kyungpook National University will spend 47.3 billion won by 2023 to build a campus "innovation park."

Along with bio-communication, the company aims to create a landmark building that combines youth culture, high-tech technologies and local communities.

The innovation park, which has seven floors above ground and two underground floors, is expected to be a key place for university town-type urban regeneration with various start-up support facilities such as growth start-up zones, business activity zones, R&D zones, co-working spaces, making spaces, and start-up support spaces.

Kyungpook National University's Agricultural Life Science Museum will also invest 23.7 billion won to build a new building.

The new Agricultural Life Science Museum will have various research facilities, including a plant culture room, a laboratory and a joint seminar room.

It will also expand and operate a "smart venture campus," which will serve as a cradle for youth start-ups, and hold various courses and conferences linking universities and regions.

The number of accommodations for young people, which were lacking, will be expanded.

It will spend 35.9 billion won to build a dormitory that can accommodate 1209 people and operate it from the second half of this year.

It also provides a "co-working" space, a space for preparing start-ups for product concepts and development stages, to collaborate with the Daegu Center for Creative Economy and Innovation to help young people start their own businesses.

In order to attract young people to traditional markets, youth shopping malls and parking lots will also be built inside the mountain complex market.

It also plans to create a youth culture platform using the site of the former Daedong Elementary School, where the Daegu Education Museum will be located.

In addition, the Bokhyeon Hanmadang Festival, which is known as a venue for harmony between university students and locals, will be expanded.

◆ Creating a Smart Urban Environment

The Buk-gu Office is working with KT to create a smart urban environment for Kyungpook National University.

First of all, the 1-kilometer section from Bukmun to Bokhyeon Ogeori in Kyungpook National University will be made into a "smart street."

It will be equipped with 50 smart street lamps, smart crosswalks and touch screens.

In addition, a super-large Wi-Fi zone will be installed in the commercial area of Kyungpook National University to provide free Wi-Fi services to citizens visiting the area.

Goods storage service "Smart Locker" for visitors is also being planned, and an alleyway media board will be set up to guide university events and tourist attractions.

Smart parking spaces will also be provided that introduce a system for recognizing entry and exit and making reservations, and smart living service boxes and waste separation boxes will also be installed in areas where single rooms and detached houses are concentrated.

The project to create "Smart Culture Square," which will be completed in 2022, is a project to install "digital signage" and "media boards" to help visitors' convenience.

The Buk-gu Office expects that once the urban renewal New Deal project is completed, Buk-gu will become a role model for universities and regions to grow together, as well as a mecca for creating jobs for young people in the region.

Ko Jin-ho, director of the New Growth Strategy Bureau at the Buk-gu District Office, said, "The university town-type New Deal project with residents and universities will serve as an opportunity to revitalize the sluggish local economy and transform the city into a vibrant city with an influx of young people," adding, "As a space that connects the past and the present, we will establish a new urban regeneration strategy that fits the changing urban image."
